1. Acceptance of these Terms

These Terms of Service (the “Terms”) form an agreement between you and MOUNOY DEVELOPMENT SOLE CO.,LTD. (the “Company”, “we”, “us”) governing your use of the moomou app and the website moomou.com. By opening an account or using the service, you confirm that you have read, understood and accepted these Terms. If you do not agree, please stop using the service.

2. The service

moomou is an electronic money wallet (e-wallet) operated by the Company. It lets you send and receive money, pay with LAO QR and BCEL QR, top up mobile credit and games, cash in from bank accounts (BCEL, JDB, ST Bank, KBank), cash in and out through our agent network, and use additional services such as power bank rental, WiFi hotspot access, laundry and EV charging. 3. Eligibility and identity verification (KYC)

• You must provide accurate, complete and up-to-date information when registering and verifying your identity, and inform us if it changes;
• Each person may open only one account;
• We may request additional documents to verify your identity as required by law. Until verification is complete, or if your information is inaccurate, certain services or transaction limits may be restricted.

4. Account security

You are responsible for keeping your PIN, OTP codes and device secure and for never disclosing them to anyone. Any transaction confirmed with your PIN or OTP is treated as made by you, and you are responsible for it. If your phone is lost or stolen, or you suspect unauthorised use of your account, notify us immediately at [email protected] so we can lock your account.

5. Wallet balance and fees

Your moomou balance is electronic money. It is not a bank deposit and does not earn interest. Any fees that apply to a transaction are shown clearly in the app before you confirm it. Fees and transaction limits may change from time to time; we will notify you through the app.

6. Acceptable use

You must not use moomou for:

• Fraud or deceiving others in any form;
• Money laundering or the financing of terrorism;
• Buying or selling illegal goods or services;
• Disrupting, damaging or attempting to break into our systems, or using another person's account without permission.

If we detect a violation, we may suspend the account and report the matter to the competent authorities as required by law.

7. Agents and merchants

Cash-in/cash-out agents (dealers and counters) and merchants that accept moomou operate under separate agreements with the Company. These Terms apply to ordinary users; agents and merchants must additionally comply with their own agreements.

8. Service availability and limitation of liability

We work to keep the service available at all times, but we cannot guarantee uninterrupted operation — for example, during system maintenance or outages at partner banks or service providers. To the maximum extent permitted by law, the Company is not liable for indirect losses, or for losses caused by events beyond our reasonable control, acts of third parties, or your failure to keep your credentials confidential. Your statutory rights remain unaffected.

9. Suspension and termination

We may suspend or close your account if we suspect fraud, if these Terms are breached, or where the law requires it. You may also ask to close your account at any time by contacting us. Any lawful remaining balance will be returned to you through the prescribed process once our checks are complete.

10. Intellectual property

The moomou name, logo, trademarks, app design and all content belong to the Company or its licensors. They may not be copied, modified or used commercially without our prior written permission.

11. Changes to these Terms

We may update these Terms from time to time. If we make significant changes, we will notify you through the app or the website before they take effect. Continuing to use the service after new Terms take effect means you accept the changes.

12. Governing law

These Terms are governed by the laws of the Lao People's Democratic Republic (Lao PDR). The parties will first attempt to resolve any dispute through good-faith negotiation; failing that, the dispute will be submitted to the competent dispute-resolution body or the people's courts of the Lao PDR.
